髙﨑 洋介（医師・医学博士・MBA）
Prof. TAKASAKI Yohsuke, MD, PhD, ScM, MPA, MBA
岡山大学医学部卒業後、消化器内科・地域医療に従事。同大学大学院にて、医学博士を取得。
厚生労働省入省後は、医療IT・AI、医療機器の研究開発、遠隔医療、EMBの推進、医療安全、医療保険制度（診療報酬関係）、国際保健等を担当、医療国際展開推進室長、救急・周産期医療等対策室長、災害医療対策室長、医療情報技術推進室長を歴任。
文部科学省出向中はライフサイエンス（iPS細胞、再生医学研究、脳科学研究、免疫・アレルギー等）の研究振興や医薬品・医療機器開発、知的財産戦略等を、内閣府食品安全委員会事務局では評価調整官・評価技術企画推進室長として食の安全を担当。内閣官房情報セキュリティセンターセンター員として医療分野のサイバーセキュリティを担当。
世界保健機関（WHO）でインターン、国際協力機構（JICA）の国際保健とUHCに関する日タイの共同プロジェクトのチーフアドバイザーとして国際協力・開発も経験。
退官後、日本大手IT企業で保健医療分野の新規事業開発や投資事業戦略立案、また、英国ベンチャーキャピタルでベンチャー投資事業にコンサルタントとして従事。
並行して、医療・健康・ウェルビーイングに関するイノベーション・ファームDecades Inc.と、一般社団法人 持続可能社会推進機構を立ち上げ。
Decades Inc. では、企業・教育機関・官公庁等とともに、保健・医療のトランスフォーメーションや、食・栄養を通じた健康増進を国内外において推進し、豊かな暮らしを支える日本の伝統文化等を継承・発信し、持続可能な未来を創る次世代の人材を育成。
一般社団法人においては、社会起業家として、デジタル医療に用いられる汎用人工知能・foundation model・生成系AIである医療AIアルゴリズムを自ら発明し、現在特許出願中。
ハーバード大学理学修士（ScM）、コロンビア大学行政修士（MPA）、ケンブリッジ大学Cambridge Judge Business School（Executive MBA）でMBA取得（Academic Prize受賞）。
現在、岡山大学研究推進機構教授（特任）・医学部非常勤講師、ケンブリッジ大学ジャッジ・ビジネススクールAssociate、広島大学医学部客員准教授として、またこれまで、ロンドン大学（University College London）Associate Staff、東京大学医学部非常勤講師、ハーバード大学公衆衛生大学院Visiting Scientistとして、学術・教育・研究に携わっている。
社会医学系指導医・専門医
After serving as a physician, he joined the Ministry of Health, Labour and Welfare (MHLW) Japan. During his 13-year career in the Government of Japan, he also worked for the Ministry of Education, Culture, Sports, Science and Technology, Cabinet Office, and National Information Security Center. He was sent to the Thai government as the first Chief Advisor for Health Policy (JICA Expert). After shifting his career to the private sector in 2019, he engaged in business development and investment strategy of health-tech as a leading executive at a globally renowned ICT company and as a consultant at its investment fund. Concurrently, he is also running a professional consulting firm “Decades Inc.,” and a non-profit organization, “Institute for Sustainable Society,” where he offers advisory and detailed supports to realize innovation in the health and medical industry and is creating state-of-the-art intellectual properties for digital therapeutics, esp. artificial intelligence consolidating medical/health data and behavioral economics. He is also a general physician and a Board-Certified Supervisory Physician for Public Health and Social Medicine. Academically, he serves as a professor (specially-appointed), Organization For Research Strategy And Development, Okayama University. He also provides lectures as a visiting associate professor at the Medical School of National Hiroshima University, and is doing research at the Cambridge Judge Business School as an Associate. Also, he had been involved in academic activities as an associate staff of the University College London, a part-time lecturer at the Medical School of the University of Tokyo, a visiting scientist of Harvard T.C. Chan School of Public Health, etc. He holds a Bachelor of Medicine (2002) and a Ph.D. (Medicine, Epidemiology and Hygiene, Data Science) (2008) from National Okayama University, a Master of Science (Public Health, Social Epidemiology, Behavioural Economics) from Harvard University (2012), a Master of Public Administration (Economic Policy) from Columbia University (2013), and a Master of Business Administration with Academic Prize from University of Cambridge (2022).
